QUALITY:

Our stationary and automated bollards have been designed with a unique and fully functioning purpose to meet the needs of our customers. Our quality of bollards have stood the test of time and function for the last 15 years. We stand behind each of our products with a one year warranty. Each bollard is tested before it is delivered to the customers job site.

SERVICE:

Service is one more reason why Scopelock differentiates its self from the competition. Our in-ground bollard can be completely removed in literal minutes due to our simple patented flange to flange rapid removal system. It is actually easier to replace our bollard system than it is to change a tire on your automobile. One simply unthreads the eight allen head bolts from the outer flange, threads two (2) one-inch eyebolts into the flange in order to pull and remove the entire unit from its outer steel casing. There is no to very little maintenance to our bollards. If it ever fails, we simply replace the entire incased unit with a new bollard. We stand behind what we sell and offer a limited one year warranty. We also provide a 4 year warranty program a customer can purchase at the time of their purchase.

PRICE:

We are competitive within the industry. In fact we are less expensive than most of our competitors in regards to form, function and maintenance. We custom design a system for each of our customers and price each of our bollards to come with their budget, time frame and design. We have a bollard to meet the stationary, semi-automated, fully automated and decorative needs of our clients. We require 25% down for US orders and 50% down on all international orders. The rest is due upon delivery of our products. We have competitively priced accessory controls to meet what the needs of the job require. We proudly manufacture our bollards with the United States . Price is usually determined by the quality of material chosen by the consumer ie. Stainless steel, aluminum, powder coated or galvanized, the quantity of bollards and the accessories required to control the automated systems.

"ScopeLock Pay As You Go Parking" An Innovative Approach To Public Parking.

Sir Francis Bacon was fond of saying, "Of things that have never been done; Its an unsound fancy (idea) and self contradictory to think, that things which have never been done, will be done, except by a method that has never been tried." The " SCOPELOCK PAY AS YOU GO PARKING " method will never be done unless it is tried. The objective of this overview is to analyze the deficiencies of the current municipal parking system and explain how the "Pay as you Go Parking" system eliminates these deficiencies and will help raise a positive revenue stream for city, county and state governments.

 

Overview of the current Municipal parking system:

Currently the system includes coin operated parking meters, meter maids to patrol areas looking for expired meters in order to issue a parking violation, coin collection from each meter which has to be manually collected with amounts verified and deposited, notification to courts of parking violations, court clerks to register the parking violations, mailing cost, correspondence to violators must be mailed and addressed, court judges to settle disputes and /or levy additional punishment or fines and ultimately law enforcement are called upon to enforce the judges ruling with potential suspension of licenses which can in some cases lead to jail time. Making matters far worse, once a repeat violator who has disregarded paying their parking ticket will have their license suspended and if caught driving; the punishment can be jail time. Who pays for this? The buck doesn't stop, it only continues to grow at an ever increasing rate of deficit. The bottom line for actual cost may never be known using our current system. Logic and reason is pointing to the fact that this system creates a financial burden on every agency and ultimately to us the tax payers.

Deficiencies of the Current Municipal Parking System:

(1.) METERS: The current coin operated meters can fail in many ways without anyone noticing. It will stay broken until a meter maid notices. This can trigger the issuance of disputed parking tickets and all the associated expense cost to enforce the ticket. Lost money and time for everyone involved. " Retribution never pays good dividends."

(2.) METER MAIDS: Current coin operated meters must be supervised by meter maids with all of their associated costs such as salary, benefits, fuel cost, insurance, retirement, vehicle maintenance which also adds to being a source of additional air pollution.

(3.) Coin Collection: The coins have to be manually collected, machine counted and bank deposited which also requires additional personnel and their associated costs as previously stated.

(4.) Parking tickets: Issuing a parking ticket in itself does not generate immediate income for the city. { Lost time relates to lost money} A large and ever growing segment of parking violators will simply ignore the traffic summons. Violators will only pay it when and if they are forced to which is after the city and county expend a large unknown quantity of time and money to try and enforce the ticket violation using the judiciary system and when that fails they must rely upon law enforcement personnel.

(5). Judiciary court system: The entire court system is bogged down with parking violations dating back years awaiting formal adjudication. Please consider the number of office clerks, prosecutors, and judges required to keep up with this ever expanding budget for city, county and state government. When and if the person receiving the traffic ticket requires a jury trial, a whole new set of costs are placed upon the city and county court house. Literally hundreds of people are mailed out jury summons, each person who shows up will be paid a min. of $6.00 and you have the court time involved to adjudicate the pending trial. This small segment of our trial by jury system has a tremendous impact on city and county budgets as they are related to traffic tickets.

(6.) Law Enforcement: Law enforcement is impacted by having to deal with drivers driving with suspended licenses because they refuse or can't pay their parking tickets. They are required to serve warrants for these violators and to process people who will be going to jail, which in itself is costing the county, city and the tax paying public money instead of generating income revenue. *Should we not mention the current serious problem of jail overcrowding.

(7.) Correctional System: Parking violators who drive with a suspended license and are caught go to jail at the tax payers expense. The estimated cost of a prisoner is estimated at over $35,000.00 per inmate per year that relates to costing $96.00 per day. Even with a short sentence of three days in jail, that in itself is costing the county money instead of generating revenue. Not to mention the current problem of jail overcrowding. This is an ever growing problem and now you know why.

The current system is not working for society but is a budget disaster that only grows larger with each passing day. Please imagine if all the associated cost for running this bureaucracy of ticket collection and retribution were to stop! ScopeLock bollards can stop this at its source! Now imagine if in its place a system which would replace the budget deficit with an ever increasing revenue stream and what that would mean if this could all be redirected in other areas of real need. Just imagine what the city, county and state governments could accomplish. The answer to that question is finally here and its called "ScopeLock™ Pay as you go Parking system"

ScopeLock Pay As You Go Parking System Overview:

Please imagine a parking space which would have instead of a coin operated meter a stainless steel post where the meter use to be and would handle duel parking spaces as meters do now. Instead of a meter you would see a LCD viewing screen with ten key punch buttons the same as a telephone keyboard pad. This would be all incased within a nice stainless steel housing. You would pull into your parking space as you normally do and park. The pay as you go magnetic loop detector system senses that a car is parked. Within 60 seconds a ScopeLock™ stainless steel bollard will rise out of the ground behind the back bumper of your vehicle centered six to twelve inches from your rear back bumper.

ScopeLock™ stops the automobile or truck from leaving the assigned parking space. The owner simply swipes his credit card and will be charged a nominal fee for this parking privilege ( All cost & prices are set by local city government) You are given a ticket with time of transaction and cost per hour rates. The first transaction will protect your car from anyone else placing another credit card in to lower the ScopeLock™.

The car owner simply swipes his same card a second time ( any type credit card will be accepted including all gas type credit cards that are being issued.) You will then receive a parking receipt stating time and cost for your parking. You back out and are on your way and the space is ready for the next customer. The city receives instantaneous money sent to their bank account. No expired meter. No tickets. No domino expense to the city or state government. In its place is a revenue generating stream that pays immediately. Scopelock™ bollards have eliminated the bad choices of both the parking offender and the method of retribution for violation sought by city, county and state governments.

Details of the "ScopeLock Pay As You Go System"

As a general explanation please note there are numerous accessories available. System components include the following items and component parts which make up the overall system::

(1). A card reader on both sides of the visual LCD screen which will be made out of bullet proof glass able to handle two parking spaces for each pole. An assigned number will clearly mark each card reader per parking space.

(2). A phone line which will offer local and long distance service which can be billed upon the same credit card used for paying the parking ticket.

(3). A LCD display for operational instructions, push button to allow instructions for both Spanish and English to explain the operation of the parking system.

(4). A ScopeLock™ patented automated bollard system located at the center rear of the parking space. This product is flush with the ground in down / lock position until it is activated to rise 30 inches and lock in the up / lock position. L.E.D. (light emitting diods) red and green lights toward top of post facing street side will come on when unit is activated. Activation causes a red L.E.D. light to blink until raised and will stay on 30 seconds to protect the duty cycle of actuator. When going down red L.E.D. light will continue to blink for ten seconds until down, when green L.E.D. light will come on for 30 seconds then will turn off.

(5). Their will be two magnetic loop detection systems one surrounding the bollard preventing operation when and if any vehicle has parked directly over the bollard. A second system which will detect a vehicle in the parking space and deliver signal to unit for operation. If vehicle is parked illegally over said bollard a phone call will dispatch a wrecker to arrive and remove violators vehicle to impound.

The same wrecker service will be dispatched if appropriate action (credit card has been swiped for time activation) has not taken place within 150 seconds after magnetic loops have identified and detected vehicle in parking area thus causing the car to be impounded with a severe fine assessed before vehicle is released to offender.

(6). Two fixed stainless steel Scope & Lift™ semi-automatic bollards will be used to mark each side entrances for both sides of reserved parking area. These bollards will run directly perpendicular with yellow marking lines located approximate middle back wheels of parked vehicle and can be lowered flush with pavement when street needs to be cleaned. These semi-automatic bollards will match the stainless steel Scopelock™ automated bollards..

(7). The card reader system will be used to accommodate the local and long distance telephone using credit card calls which can produce a substantial additional revenue for the city. * This will be contracted through ACN Services.

(8). A monitoring station will be set up that will be capable of knowing if there are any system malfunctions and can dispatch a service person as needed. This will also be the clearing house for all credit charge transactions.

(9). Lift Master Rolling code technology can be used for emergency operations of all bollard security gate systems. Hand held transmitters can be issued to all those who may need immediate activation. This can also be done through the monitoring station with RS-232 wire connection. Also certain codes can be used and changed daily for city and government use within the physical punch button system located at each transaction pole.

(10). Scope & Lift™ Semi-automatic bollards must be raised and lowered manually but have special locking head keys only authorized city employees will be given access. Scope & Lift™ has two U.S. patents.

Benefits to the city for the Scopelock Pay as You Go System"

The city will have no expense in collecting the parking revenue because under an agreed upon contract, the complete parking meter system installation, service and collection would be performed by the "ScopeLock™ Pay as you go" corporate partner. The city would realize a daily revenue stream in their bank account each and every day without anymore parking tickets or their associated expenses. The personnel that once were utilized for the parking meters can now be utilized in other required more productive areas of city government. In addition to the parking fee revenue the city would also gain additional revenue from local and long distance telephone calls, corporate advertisement on the LCD screens and on the bollard its self when it is extended. Additional revenue streams and /or profit through operating costs reductions may be available as competition from suppliers of services such as telephone long distance, bank card processors and others compete to provide the required services. Because of volume purchasing power Pay As You Go Parking International LLC will have a distinct advantage negotiating such contracts in lieu of the city's themselves.

Cost to City's for the "ScopeLock Pay As You go System"

Pay as you go Parking International Systems LLC will negotiate a long term contractual partnership agreement with each city who wishes to use our parking service. We will be their corporate partner whereby we will provide all the financing for this venture by paying for all parts and materials needed to make the system work. We will work with the city engineering department in programming everything needed for the system to work within their particular city planned strategy. The city will either do what installation they can or we will have it contracted out to local contractors in their area. *We have certain specific guidelines for installation. We will train and consult with those contractors which we and the city will jointly approve to do this work.

We the corporate partner will provide a complete system as outlined above to include a monitoring station, personnel and revenue collection whereby the majority of money will be credited to the city's bank account minus the necessary contractual fees. We will promote fair hiring practices that will use laid off city employees to fill our employee requirements needed within each city. The contractual fees will be determined by the amount of money needed to finance each project and necessary maintenance fees to be budgeted for replacement parts over the length of time contracted for within each city contract. The longer the term or contract the smaller our fee will be. No up front cost from city, county or state government will be needed. This is why we call our system "PAY AS YOU GO PARKING". All risk for this enterprise will be accomplished by our partners which make up the Pay as you go International Systems LLC. Pay as you go International Systems LLC will contract with Scopelock Security Systems™ for all warranty and maintenance needed for our in-ground bollard security gate systems. Pay As You Go International Systems LLC will have similar agreements with Sampson Post International our partner who handles our PLC and accessory control purchases. The entire financing for each city job will be in place before contractual agreements are completed and ready to be signed.
